INCENTIVI PER I VEICOLI PIù "PULITI": I PRIMI CHIARIMENTI DELLE ENTRATE


Con la Risoluzione n. 32/E del 28 febbraio 2019 l'Agenzia delle Entrate fornisce i primi chiarimenti relativi agli incentivi per l'acquisto di veicoli elettrici e non inquinanti, sulle detrazioni fiscali per l'installazione dei punti di ricarica e sulla rottamazione di mezzi ad alte emissioni di Co2. Relativamente agli incentivi per le auto "ecologiche" la legge di Bilancio 2019 riconosce un contributo da 1.500 euro a 6.000 euro per l'acquisto di veicoli (anche in locazione finanziaria) e immatricolazione in Italia dal 1°marzo 2019 al 31 dicembre 2021 con emissioni inquinanti di CO2 inferiori a 70 g/km e prezzo inferiore a 50.000 euro, Iva esclusa. L'importo del contributo varia a seconda della presenza o meno della contestuale consegna per la rottamazione di un veicolo della stessa categoria omologato alle classi Euro 1, Euro 2, Euro 3 o Euro 4, ed è riconosciuto dal venditore sotto forma di sconto sul prezzo di acquisto. L'impresa costruttrice o importatrice dell'auto rimborsa successivamente l'importo al venditore e lo recupera a sua volta sotto forma di credito d'imposta da utilizzare in compensazione. E' inoltre prevista una nuova detrazione fiscale del 50%, su un ammontare complessivo non superiore a 3.000 euro da ripartire in dieci quote annuali di pari importo, per le spese di acquisto e installazione di punti di ricarica per i veicoli elettrici sostenute dal 1° marzo 2019 al 31 dicembre 2021. La risoluzione chiarisce che la detrazione dell'imposta sui redditi spetta sia ai soggetti Irpef sia ai soggetti Ires e viene riconosciuta anche per gli acquisti effettuati dai condomini.
