ASSEGNO UNICO UNIVERSALE: LA RICHIESTA DA GENNAIO 2022


Il Consiglio dei Ministri, nella seduta del 18 novembre 2021, ha approvato in esame preliminare il decreto legislativo che istituisce l'assegno unico e universale, un beneficio economico mensile a sostegno dei nuclei familiari, secondo la condizione economica del nucleo, sulla base dell'ISEE. Il beneficio, istituito in attuazione della delega conferita al Governo ai sensi della legge 1° aprile 2021, n. 46, consiste in un assegno riconosciuto ai nuclei familiari per ogni figlio minorenne a carico e partire dal settimo mese di gravidanza.  E' riconosciuto a ciascun figlio maggiorenne a carico, fino al compimento dei 21 anni di età, a condizione che lo stesso frequenti un corso di formazione scolastica o professionale, ovvero un corso di laurea o svolga un tirocinio ovvero un'attività lavorativa con un reddito complessivo inferiore a 8.000 euro, o sia registrato come disoccupato e in cerca di un lavoro presso i servizi pubblici per l'impiego o svolga il servizio civile universale. L'assegno, inoltre, è riconosciuto senza limiti di età per ciascun figlio con disabilità. Con un ISEE fino a 15.000 euro, l'assegno è pari a 175 euro mensili per il primo e secondo figlio e 260 euro dal terzo figlio in poi. Superata al soglia dei 15.000 euro, l'assegno cala progressivamente fino ad un importo minimo per ISEE oltre una certa soglia o per coloro che non lo presentano. Sono previste maggiorazioni per ciascun figlio minorenne con disabilità, per ciascun figlio maggiorenne con disabilità fino al ventunesimo anno di età, per le madri di età inferiore a 21 anni e per i nuclei familiari con quattro o più figli. La domanda per il riconoscimento dell'assegno deve essere presentata all'Inps in modalità telematica, ovvero presso gli istituti di patronato, a partire dal 1° gennaio del prossimo anno. Per i nuclei percettori di Reddito di cittadinanza, l'assegno unico e universale è corrisposto d'ufficio congiuntamente con il Reddito di cittadinanza e secondo le modalità di erogazione di quest'ultimo, sottraendo la quota prevista per i figli minori.
