DECRETO OMNIBUS: LE MISURE PER IL SETTORE TURISTICO-RICETTIVO


Il Decreto Omnibus (DL n. 95/2025), entrato in vigore il 1° luglio, prevede novità anche per il settore turistico-ricettivo. Con lo scopo di migliorare il benessere dei lavoratori del settore, inclusi quelli impiegati presso bar e ristoranti, e garantire positive ricadute sociali, economiche e occupazionali per le categorie e per i territori interessati, l'articolo 14 del Decreto autorizza la spesa di: 44 milioni di euro per l'anno 2025 e 38 milioni di euro annui per ciascuno degli anni 2026 e 2027, di cui 22 milioni di euro per l'anno 2025 e 16 milioni di euro annui per ciascuno degli anni 2026 e 2027, per l'erogazione di contributi volti a sostenere investimenti per la creazione ovvero la riqualificazione e l'ammodernamento, sotto il profilo dell'efficientamento energetico e della sostenibilità ambientale, degli alloggi destinati a condizioni agevolate ai medesimi lavoratori; 22 milioni di euro annui per ciascuno degli anni 2025, 2026 e 2027 per l'erogazione di contributi volti a sostenere i costi per la locazione degli stessi alloggi. Le risorse stanziate saranno destinate ai soggetti che, nella piena disponibilità degli immobili, gestiscono in forma imprenditoriale alloggi o residenze per i lavoratori del comparto turistico-ricettivo, gestiscono strutture turistico-ricettive ovvero gestiscono esercizi di somministrazione di alimenti e bevande. Entro 30 giorni dall'entrata in vigore del Decreto, saranno individuate, con apposito decreto del Ministero del Turismo, le tipologie di costo, le specifiche categorie dei soggetti beneficiari e le modalità per garantire gli alloggi ai lavoratori, per un periodo non inferiore a 5 anni, secondo condizioni agevolate in misura proporzionale al beneficio ammesso e comunque recanti una riduzione del canone di locazione di almeno il 30% del valore medio di mercato.  L'articolo 14 del Decreto Omnibus, infine, va a prorogare alcune scadenze legislative, come quella relativa alle domande di contributo legate al decreto 113/2024, posticipata al 15 dicembre 2025, e i termini relativi agli interventi previsti dal decreto 152/2021, ora estesi fino al 31 marzo 2026.   • the user will have a profile created based pon the information contained therein and the data may be used for statistical processing.
