Bonus cultura per diciottenni: si parte


Dal 3 Novembre 2016 è disponibile il cosiddetto "bonus maggiorenni" o "bonus cultura", 500 euro offerti dallo Stato ai ragazzi che hanno compiuto (o compiranno) 18 anni nel 2016, residenti in Italia, da utilizzare per attività culturali varie, dall'acquisto di libri e/o biglietti per cinema, teatro, concerti, alla visita di mostre, gallerie, parchi naturali, etc. Lo ha sancito un decreto che ha dato attuazione, in ritardo, ad una disposizione dell'ultima Legge di Stabilità che ha stanziato per questa iniziativa 290 milioni di euro per il 2016 (1). Non è una card come previsto in un primo momento ma una APP, un borsellino virtuale scaricabile al quale i ragazzi potranno attingere dopo aver preso l'identità digitale (SPID), le credenziali nazionali di accesso ai servizi online della pubblica amministrazione. Una volta entrati nella propria area riservata, potranno poi generare buoni spesa elettronici, eventualmente stampabili, associati all'acquisto di beni e servizi nel frattempo resi disponibili dagli esercenti. L'utilizzo del bonus, a scalare, scatta al momento in cui l'esercente accetta il buono spesa. Se un buono viene generato ma non speso il bonus non viene utilizzato. La registrazione è consentita fino al 31 Gennaio 2017 e gli acquisti fino al 31 Dicembre 2017. Il bonus è riservato ai residenti in Italia compresi gli stranieri muniti di regolare permesso di soggiorno. Il tipo di servizi fruibili dipenderà da quali e quanti enti locali ed esercenti -anche privati- aderiranno all'iniziativa, come i Comuni, per esempio, che potranno cogliere l'opportunità e fornire proposte ai giovani per l'utilizzo del bonus. Questi soggetti possono iscriversi all'iniziativa entro Giugno 2017 quindi i servizi fruibili potranno cambiare ed aggiungersi via via. TUTTO tramite il sito www.18app.italia.it. Discorso a parte, pur se coinvolge sempre i giovani -studenti dai 14 ai 18 anni- e funziona come borsellino virtuale per accedere a servizi culturali, viaggi ed acquisto di materiale scolastico, è la Carta prepagata "Io Studio PostePay", una carta realizzata dal MlUR - Ministero dell'Istruzione, dell'Università e della Ricerca e distribuita agli studenti delle scuole superiori, con ricarica a carico dello studente e/o della sua famiglia. The data controller is Studio Dorighelli, who states that the data acquired in this manner will be handled as follows:

  • it will be used to comply with current requests for information/acquistion/registration until completed and for no other purpose.
  • it will be held in the company archives with no deadline, until independent cancellation by the user, voluntary cancellation by the Controller or an explicit request for cancellation by the user.
  • it will be held on behalf of the Controller by KUMBE, the Controller’s maintainer for digital services, on the cloud server and related backup, in turn managed in compliance with the GDPR for the entire term of the contract with the Controller – who may dispose of it at any time – and until its subsequent cancellation.
  • it will not be assigned to third parties; it will not be used for marketing campaigns except if concurrently authorized for such purposes.
  • the user will have a profile created based pon the information contained therein and the data may be used for statistical processing.
