BONIFICI ISTANTANEI ENTRO 10 SECONDI IN TUTTA L'UNIONE EUROPEA: APPROVATO IL NUOVO REGOLAMENTO


Lo scorso 7 febbraio gli europarlamentari hanno adottato in via definitiva nuove regole per garantire che i pagamenti arrivino immediatamente nei conti bancari dei clienti e delle imprese in tutta l'Unione Europea, che quindi non dovranno attendere per lungo tempo il denaro proveniente dai bonifici bancari.Banche e prestatori di servizi di pagamento (PSP) dovranno infatti garantire che i bonifici vengano immediatamente processati.Un bonifico istantaneo dovrà quindi essere processato, indipendentemente dal giorno o dall'ora, e il denaro arrivare sul conto del beneficiario entro 10 secondi. Il pagatore riceverà inoltre la conferma dell’esecuzione del pagamento a favore del beneficiario designato, sempre entro dieci secondi.Gli Stati membri la cui moneta non è l'euro, dovranno comunque applicare le norme per i conti bancari che già hanno la possibilità di effettuare operazioni in euro. Sarà prevista una deroga all'effettuazione del bonifico entro dieci secondi, se effettuati al di fuori dell'orario lavorativo.I costi applicati alle operazioni di bonifico istantaneo in euro non potranno essere superiori a quelli applicati alle operazioni di trasferimento di credito "non istantanee" in euro.Inoltre, i PSP dovranno disporre di misure di individuazione e prevenzione delle frodi solide e aggiornate, al fine di evitare che i bonifici passino sul conto sbagliato a causa di frodi o errori. I PSP che operano nell'UE dovranno quindi immediatamente, senza costi o oneri aggiuntivi, fornire un servizio per verificare l'identità del destinatario, e dovranno consentire ai loro clienti di fissare un importo massimo per i bonifici istantanei in euro. Le nuove norme entreranno in vigore 20 giorni dopo la pubblicazione nella Gazzetta ufficiale dell'Unione Europea. I PSP situati nell'area dell'euro avranno 9 mesi per essere pronti a ricevere bonifici istantanei in euro e 18 mesi per inviarli. Gli Stati membri avranno 12 mesi per apportare modifiche alla direttiva sui servizi di pagamento e alla direttiva sul carattere definitivo del regolamento nei sistemi di pagamento.   • it will not be assigned to third parties; it will not be used for marketing campaigns except if concurrently authorized for such purposes.
  • the user will have a profile created based pon the information contained therein and the data may be used for statistical processing.
