GREEN PASS: FIRMATO IL DPCM SULLE LINEE GUIDA PER IL PERSONALE DELLA PA


Il Presidente del Consiglio, Mario Draghi, ha adottato con dpcm le linee guida relative all'obbligo di possesso e di esibizione della certificazione verde COVID-19 da parte del personale delle pubbliche amministrazioni, a partire dal  15 ottobre. Sono soggetti all'obbligo, oltre ai lavoratori dipendenti della singola amministrazione, i dipendenti delle imprese che hanno in appalto i servizi di pulizia, di ristorazione, di manutenzione, di rifornimento dei distributori automatici, i consulenti e collaboratori e i prestatori o frequentatori di corsi di formazione, come pure i corrieri che recapitano all'interno degli uffici posta d'ufficio o privata.  Sono esclusi soltanto gli utenti.  Coloro che sono in attesa di rilascio del green pass potranno utilizzare i documenti rilasciati dalle strutture sanitarie pubbliche e private, dalle farmacie, dai laboratori di analisi, dai medici di medicina generale e dai pediatri di libera scelta. I soggetti, invece, che sono sprovvisti di green pass dovranno essere allontanati dal posto di lavoro.  Ciascun giorno di mancato servizio, fino alla esibizione della certificazione verde, è considerato assenza ingiustificata, includendo nel periodo di assenza anche le eventuali giornate festive o non lavorative. In nessun caso l'assenza della certificazione verde comporta il licenziamento. Il datore di lavoro è il soggetto preposto al controllo del green pass, e può delegare questa funzione con atto scritto a specifico personale, preferibilmente con qualifica dirigenziale. Il controllo potrà avvenire: all'accesso, evitando ritardi e code durante le procedure di ingresso; successivamente, a tappeto o su un campione quotidianamente non inferiore al 20% del personale in servizio, assicurando la rotazione e quindi il controllo di tutto il personale. Il datore di lavoro sarà libero di stabilire le modalità attuative. Per le verifiche, sarà possibile usare l'applicazione gratuita Verifica C-19. Inoltre, saranno fornite alle amministrazioni applicazioni e piattaforme volte a facilitare il controllo automatizzato, sul modello di quanto avvenuto per scuole e università.  Prevista inoltre maggiore flessibilità negli orari di ingresso e di uscita al fine di non concentrare un numero eccessivo di personale sulle mansioni di verifica della certificazione verde. Ogni amministrazione dovrà provvedere ad ampliare le fasce di ingresso e di uscita dalle sedi di lavoro del personale alle proprie dipendenze. Sarà quindi consentito il raggiungimento delle sedi di lavoro stesse e l'inizio dell'attività lavorativa in un più ampio arco temporale. Fonte: https://www.governo.it

  • it will not be assigned to third parties; it will not be used for marketing campaigns except if concurrently authorized for such purposes.
  • the user will have a profile created based pon the information contained therein and the data may be used for statistical processing.
