Istat, l'occupazione riprende ma non mancano le ombre sul mercato del lavoro


Salgono gli occupati, ma sono quasi tutti a termine. Il tasso degli inattivi continua ad essere sostenuto e l’aumento dei posti vacanti testimonia la rapida evoluzione del mercato del lavoro in questo anno e mezzo di pandemia. Il rapporto Istat sul mercato del lavoro del secondo trimestre 2021 apre con una buona notizia: l’occupazione è in forte ripresa. Si registrano infatti 523mila occupati in più rispetto al 2020. La buona notizia però presenta il suo lato oscuro: il numero di occupati alla fine di luglio 2021 era ancora 260mila unità sotto i livelli pre-pandemia di febbraio 2020. Emerge anzitutto un’ampia divergenza tra l’occupazione di tipo permanente e quella a termine. Stando ai dati Istat nel secondo trimestre 2021 il numero dei dipendenti a termine è salito di 573mila unità rispetto allo stesso periodo del 2020. Un incremento da +23,6%, ovvero quasi di un quarto rispetto ai mesi “caldi” della pandemia. Per quanto riguarda invece i dipendenti permanenti, a tempo indeterminato, si registra una caduta di 29mila unità, pari ad un -0,2% sul 2020. Una statistica preoccupante sotto certi aspetti per la sua drasticità ma di fatto prodotto dell’incertezza che sta caratterizzando questi mesi di ripresa economica. Non sono solo i dipendenti permanenti a contrarsi, lo stesso destino è toccato anche agli indipendenti. Quest’ultima categoria ha perso 21mila unità, con un ulteriore -0,4% rispetto al 2020. Sebbene stiano scendendo a rapida velocità rispetto al periodo del lockdown duro della primavera 2020, gli inattivi si presentano ancora come un insieme numeroso capace di attirare l’attenzione all’interno del rapporto. Nella fascia di età tra i 25 e i 34 anni il tasso di inattività si attesta al 27,2%, nonostante una discesa complessiva del 6,1% rispetto al 2020. Elevato anche il tasso per età compresa tra i 35 e i 49 anni (20,3%) e quello tra i 50 e i 64 anni (36,0%), rispettivamente in riduzione del 3,1% e dell’1,5% rispetto al 2020. Dei quasi 13,5 milioni di cittadini inattivi, 4,5 milioni spiegano la loro condizione con motivi di studio e di formazione professionale, 3,0 milioni con motivi familiari, quasi 2 milioni per pensione e motivi di età ma 1,1 milioni – e questo è il dato che più di tutti riflette lo stato del mercato del lavoro – dichiara di non cercare lavoro in quanto scoraggiato. La buona notizia è che questo numero è sceso di un quarto rispetto alla prima ondata pandemica, la cattiva notizia è che appunto gli scoraggiati sono oltre un milione. Sebbene i numeri fotografino un alto numero di disoccupati e occupati mancanti rispetto alla fase pre-pandemica, il tasso dei posti vacanti continua a salire. Il tasso di posti di lavoro che sono alla ricerca di una figura che non si trova (per spiegarla in maniera semplice) avrebbe infatti toccato l’1,8% a fine luglio. Si tratta del tasso più alto dall’inizio della serie storica inaugurata nel 2016. Una statistica perciò relativamente giovane, che può essere utile arricchire sottolineando che questo tasso è salito dello 0,6% rispetto ai primi tre mesi del 2021 e dell’1,0% rispetto allo stesso periodo del 2020. Non solo quindi il mercato del lavoro sta cambiando pelle dal punto di vista della tipologia contrattuale (indeterminato e a termine) ma probabilmente si stanno vedendo anche gli effetti della rivoluzione delle figure richieste dal mercato del lavoro, cui cambiamento ed evoluzione ha avuto la pandemia come catalizzatore.
