UN TERZO DELLA SPESA DEI COMUNI VA IN ADEMPIMENTI BUROCRATICI: L'ANALISI DELLA CGIA


Da un'analisi condotta dall'Ufficio Studi della CGIA di Mestre è emerso che le risorse impiegate dai Comuni nel 2019 per  servizi generali, amministrazione e gestione, che hanno toccato i 15,9 miliardi di euro, sono state utilizzate principalmente per per ottemperare gli adempimenti burocratici che quotidianamente sono chiamate ad affrontare. Le 3 voci di spesa citate, spiega la CGIA, rappresentano un aggregato eterogeneo, che comprende servizi come "gestione economica, finanziaria, programmazione e provveditorato", "ufficio tecnico", "gestione delle entrate tributarie e servizi fiscali", "gestione dei beni demaniali e patrimoniali", e "risorse umane". In pratica, rappresentano i costi che la macchina amministrativa comunale è obbligata a sostenere per "mantenersi in moto". "I dati elaborati dall’Ufficio Studi della CGIA - afferma Francesco Pinto Segretario generale ASMEL - confermano che il bigottismo normativo affligge non solo il settore privato ma anche l’operatività della pubblica amministrazione locale costretta a fronteggiare disposizioni, procedure e adempimenti, che si rivelano molto spesso inutili o addirittura controproducenti. Una complessità amministrativa che grava maggiormente sulle Amministrazioni comunali più piccole, meno strutturate sul piano organizzativo e con meno addetti.   • the user will have a profile created based pon the information contained therein and the data may be used for statistical processing.
