Covid, piange anche l'erario: nei primi dieci mesi del 2020 entrate tributarie giù del 6,2%


Nel periodo gennaio-ottobre 2020 sono crollate le entrate tributarie accertate. Lo comunica il Ministero dell'economia e delle finanze con la sua consueta nota di aggiornamento, attraverso la quale si va sempre più delineando l'impatto della crisi economica sulle casse dello Stato grazie ai dati ufficiali del governo. Nei primi dieci mesi del 2020 le entrate tributarie erariali accertate (criterio della competenza giuridica) sono scese del 6,2% rispetto allo stesso periodo del 2019, ammontando a 337,368 miliardi di euro. Una cifra che risulta essere di 22,46 miliardi inferiore rispetto a quella dell'anno precedente. "La variazione negativa riflette sia il peggioramento congiunturale sia le misure adottate dal Governo per fronteggiare l'emergenza sanitaria e, in particolare, quelle che hanno sospeso o hanno ridotto i versamenti di alcuni tributi per specifiche categorie di contribuenti", sottolinea il MEF. Andando più nel dettaglio, le imposte dirette nel periodo ammontano a 194,355 miliardi di euro, registrando così una crescita dello 0,7% rispetto al 2019. La caduta si ritrova invece nelle imposte indirette, che sono scese del 14,3% rispetto all'anno scorso, fermandosi così a 143,013 miliardi. Restando sulle prime, le imposte dirette, si evince come l'incremento di 1,344 miliardi sia da imputare principalmente all'IRES (+1,507 miliardi, +8,4%) ma anche l'imposta sostitutiva sui redditi da capitale e sulle plusvalenze (+1,093 miliardi) e l'imposta sostitutiva sul valore dell'attivo dei fondi pensione (+1,129 miliardi). Nel caso delle imposte sostitutive un ruolo chiave lo ha avuto l'andamento positivo dei mercati finanziari, che ha portato un aumento delle plusvalenze e dei rendimenti medi ottenuti sulle diverse tipologie di forme pensionistiche complementari. Male invece l'IRPEF, con una diminuzione di 2,982 miliardi di euro (-1,9%): "L'andamento delle ritenute sui redditi dei dipendenti del settore privato e sui redditi di lavoro antonomo mostra rispettivamente una flessione del 6,3% e del 6,7%, mentre le ritenute sui redditi dei dipendenti del settore pubblico registrano un incremento pari al 4,5%". Componente fortemente negativa, quella che poi ha riportato la bilancia complessivamente in profondo rosso, è rappresentata invece dalle imposte indirette. Il MEF comunica che il calo è da imputare principalmente alla riduzione dell'IVA, sulla quale le casse dello Stato hanno perso ben 12,333 miliardi di euro, un crollo del 12%. Alla componente scambi interni va imputata larga parte di questa perdita (-9,020 miliardi, -9,9%). Il gettito IVA perso e legato alle importazioni è più limitato in termini assoluti, -3,313 miliardi, ma ben più concreto in termini relativi, -28,3%. Scendono anche l'imposta sulle assicurazioni (-22,7%) e l'imposta di registro (-20,2%). Per quanto riguarda il capitolo delle entrate da giochi, infine, il MEF registra una caduta del 35% rispetto ai primi dieci mesi del 2019: l'ammontare si ferma a 8,361 miliardi di euro, in discesa di 4,502 miliardi di euro.
