A settembre cede la produzione industriale italiana, per Francia e Germania è ancora ripresa


Battuta d'arresto per la produzione industriale italiana che a settembre interrompe la striscia positiva inaugurata nel mese di maggio. Istat ha comunicato che a settembre l'indice destagionalizzato della produzione industriale si è contratto del 5,6% rispetto ad agosto. Questa riduzione congiunturale ha colpito tutti i reparti che vanno a comporre l'indice, a cominciare dai beni di consumo (-4,8%), passando per i beni strumentali (-3,9%) e colpendo anche in termini marginali anche l'energia (-0,1%). Ad affossare l'indice, sempre in termini congiunturali, sono stati il settore dell'industrie tessili, abbigliamento, pelli e accessori (-24,1%), la produzione di prodotti farmaceutici (-7,6%), fabbricazione di articoli in gomma e materie plastiche (-7,4%), metallurgia e fabbricazione di prodotti di metallo (-7,3%) e fabbricazione di mezzi di trasporto (-11,9%). Il dato negativo della produzione industriale interrompe la striscia cominciata a maggio (+41,7% su aprile dopo la fine del lockdown) e continuata a giugno (+8,2%), luglio (+7,4%), agosto (+7,4%). Il dato preoccupa soprattutto se paragonato a quello registrato dalle altre due principali economie dell'Eurozona, ovvero Francia e Germania. La Francia ha infatti registrato un +1,4% a settembre rispetto ad agosto mentre la Germania un +1,6%. Il dato italiano di settembre a confronto si rivela decisamente sottotono, tuttavia acquista una nuova dimensione se visto in chiave tendenziale. I dati relativi alla produzione industriale di agosto, infatti, avevano registrato per l'Italia valori del tutto paragonabili a quelli del 2019, con solo un -0,3% su base annua. Nello stesso mese la Francia aveva registrato un -6,4% mentre la Germania un -8,7%. Il risultato fatto segnare ad agosto dall'Italia insomma si presenta come un outlier all'interno delle statistiche del 2020 e il dato di settembre rappresenterebbe un - drammatico - ritorno alla realtà, con un allineamento della variazione tendenziale a quella degli altri Paesi europei: -5,1% per Roma, -6,0% per Parigi e -7,3% per Berlino rispetto a settembre 2019. Nel commento alla nota relativa alla produzione industriale di agosto Istat in effetti aveva anticipato che "il mese di agosto è caratterizzato da volumi produttivi limitati a causa delle chiusure legate alle ferie estive, e ciò determina una maggiore volatilità delle variazioni relative a tale mese. In termini tendenziali, prosegue, seppure molto attenuata, la lunga fase di contrazione dell'indice corretto per gli effetti di calendario". Era quindi da mettere in conto un mese di settembre di "assestamento" a livello statistico, che infatti è puntualmente si è concretizzato con un crollo nell'andamento congiunturale della produzione congiunturale. In caso contrario (con un ulteriore incremento di tale portata su base congiunturale) si sarebbe assistito ad un aumento della produzione industriale italiana su base annuale, in altre parole un risultato sufficiente a cancellare in breve tempo ogni impatto sulla dinamica causato dal coronavirus. Fondamentale sarà insomma il dato relativo a ottobre, che se dovesse confermare una traiettoria negativa per l'indice della produzione italiano (e un ulteriore parziale recupero per gli altri Paesi) andrebbe a sancire un forte allontanamento dall'agognata "ripresa a V". "A settembre la produzione industriale diminuisce in termini congiunturali, registrando comunque un livello superiore dell'1,3% rispetto a luglio. Rispetto a febbraio 2020, mese immediatamente precedente l'esplosione della crisi, il livello è inferiore di circa il 4% mentre, in termini tendenziali, l'indice corretto per gli effetti di calendario è più basso del 5,1%", il commento dell'Istat.
