Canone Imposta/Rai e scadenza del 31 Ottobre 2016: chi deve pagare e come


Come risaputo da quest'anno il Canone Rai si paga attraverso l'addebito sulla bolletta elettrica, a rate per 100 euro totali.La normativa che ha introdotto la novità (1) ha anche previsto però che in alcuni casi il pagamento debba ancora essere volontario, e ha fissato come scadenza unica -per il 2016- il 31 Ottobre. In termini generali deve provvedere al pagamento entro il 31 Ottobre il contribuente -possessore di TV- che per qualsiasi ragione non ha pagato tramite l'addebito in bolletta non per un errore dell'Agenzia delle entrate o del gestore elettrico ma perché l'utenza è intestata ad altri non facenti parte del proprio nucleo familiare. Si possono avere vari casi. A titolo di esempio: famiglia dove nessun componente è titolare della bolletta elettrica; inquilino nel caso in cui la bolletta sia intestata al proprietario senza che vi sia stato l'addebito perché lo stesso non risulta residente nella casa. Si precisa, in questo caso, che l'inquilino può ritenersi esentato dal pagare solo se "coperto" da un nucleo familiare -di cui fa parte perché risulta residente altrove- che ha già pagato il Canone; studenti in affitto che non siano "coperti" dal pagamento nella bolletta della casa di origine se fanno parte del relativo nucleo familiare. Tipico esempio lo studente residente non intestatario della bolletta elettrica. Altre categorie di persone che devono fare il versamento volontario sono: i soggetti non interconnessi con la rete di trasmissione elettrica nazionale, quindi gli abitanti delle Isole minori (Alicudi, Capraia, Capri, Favignana, Filicudi, Giglio, Lampedusa, Levanzo, Linosa, Lipari, Marettimo, Panarea, Pantelleria, Ponza, Salina, Stromboli, Tremiti, Ustica, Ventotene, Vulcano); i soggetti che all'inizio del 2016 hanno inviato il modulo per ottenere l'esenzione perché non avevano la TV e ne sono venuti in possesso successivamente. In questo caso il pagamento è frazionato in proporzione ai mesi di possesso (si veda la pagina 7 di questa circolare); chi -in possesso di un apparecchio TV- ha disattivato in corso d'anno l'utenza elettrica (senza attivarne una nuova) o ne ha attivata una per la prima volta. In questi casi va pagato il residuo non addebitato in bolletta rispetto al totale di 100 euro. Per vedere l'elenco completo dei casi coinvolti si veda questo link. Il pagamento volontario deve avvenire tramite modello F24 via posta o banca compilando la "sezione erario" inserendo il codice tributo predisposto dall'Agenzia delle Entrate -TVNA se nuovo/primo "abbonamento" oppure TVRI in caso di rinnovo- e l'anno di riferimento (2016). Si ricorda infine che per i contribuenti residenti nei Comuni colpiti dal terremoto del 24/8/2016 il pagamento delle tasse, Canone Rai compreso, è rimandato al 20 Dicembre 2016.
