Nel 2020 perse 300mila imprese: cosa racconta davvero la nota di Confcommercio


Nel 2020 sono andate perse 305mila imprese di commercio non alimentari. Le stime contenute nella nota dell'Ufficio studi di Confcommercio hanno fatto il giro dei media. Numeri drammatici che non lasciano intravedere alcun raggio di luce, testimoni dell'impatto del Covid sul tessuto produttivo italiano. Ma cosa dicono davvero i dati pubblicati da Confcommercio? Anzitutto l'Ufficio studi precisa che i loro numeri si riferiscono alla mortalità effettiva che "per il 2020 è stimata correggendo il tasso di cancellazione settoriale del 2013 attraverso le accentuazioni settoriali della quota di imprese individuali e della contrazione dei consumi reali". D'altro canto i dati ufficiali delle Camere di Commercio relativi all'intero 2020 non saranno disponibili se non nei primi mesi del 2021. Sono invece fattuali e reali i dati relativi alle nuove iscrizioni ai registri delle imprese nel 2020, nei quali si ravvisa un evidente crollo della natalità. Nei primi nove mesi del 2020 sono nate circa 50mila imprese in meno rispetto allo stesso periodo del 2019, bilancio consuntivo che Confcommercio integra con una proiezione del quarto trimestre: "Secondo l'istituto Tagliacarne, la denatalità dovuta alla pandemia dovrebbe contare per circa 70mila imprese alla fine del 2020 [...] Prendendo in considerazione le iscrizioni per il totale economia (non riportato nelle tabelle) che risultano da questo esercizio, il loro numero è pari a 283.045 unità, rispetto alle 353.052 del 2019: le mancate iscrizioni sarebbero 70.008". Allora come si giunge alla fantomatica cifra di 305mila imprese perse? A tal riguardo corre in soccorso una delle tabelle allegate alla nota di Confcommercio. Da quest'ultima si evince come le nuove iscrizioni presso i registri delle Camere di Commercio nel 2020 sarebbero state 86.769, a fronte di 391.645 imprese chiuse sempre nel 2020. Il saldo tra nuove imprese e imprese chiuse si attesta a -304.876, che poi sarebbero le 305mila imprese "perse" citate nel titolo della nota. Circa l'80% di queste 305mila "chiusure nette" sarebbe causata direttamente dal Covid, per la pandemia e le connesse misure di contenimento. Se le statistiche in termini nominali preoccupano quelle relative non fanno che peggiorare il quadro d'insieme. Per quanto riguarda infatti l'insieme delle imprese del terziario di mercato e del commercio non alimentare si parla di una riduzione dell'11,3% sul totale, oltre una su dieci. "La scomparsa di tessuto produttivo risulterebbe accentuata tra i servizi di mercato, con una perdita di imprese pari al 13,8%, mentre sarebbe limitata all'8,3% nel commercio. Nell'ambito del commercio non alimentare il tasso di mortalità passerebbe dal 6,6% all'11% circa e nei servizi di mercato triplicherebbe, passando dal 5,7% del 2019 al 17,3% del 2020", per citare la nota. La perdita di attività imprenditoriali colpisce le diverse categorie in maniera differente. Il gruppo più segnato dovrebbe essere quello delle attività artistiche, sportive e di intrattenimento: quasi un terzo di queste ha chiuso nel 2020 (-31,7%). Per quanto riguarda il noleggio, le agenzie di viaggio e i servizi alle imprese la riduzione è stata del 22,3% e per i negozi di abbigliamento e calzature del 17,1%. Queste sono solo alcune delle categorie riportate dall'analisi di Confcommercio nella Tabella 2 consultabile nella nota completa. Un bilancio drammatico del quale si dovrà constatare l'inevitabile violento impatto sul mercato del lavoro italiano.
