Incentivi 2019: agevolazioni e bonus per gli individui e le famiglie


Per il 2019 sono usufruibili quasi tutte le agevolazioni degli anni passati, con alcune novità. Come al solito vi sono quelle finanziate da normative precedenti e altre riconfermate dall'ultimo decreto Milleproroghe e dall'ultima Legge di Bilancio. La prima e maggiormente nota novità è il REDDITO DI CITTADINANZA che però non parte subito, in attesa di decreti attuativi. I fondi ci sono già e per il momento sono utilizzati nell'ambito del REI - REDDITO DI INCLUSIONE già esistente e riconfermato per il 2019. Altra novità sono l'iniziativa che concede TERRENI E MUTUI A TASSO ZERO PER L'ACQUISTO DELLA PRIMA CASA AI GROSSI NUCLEI FAMILIARI, per la quale sono stati destinati risorse iniziali pari a 5 milioni di euro per l'anno 2019 e a 15 milioni di euro per l'anno 2020 e i VOUCHER PER LA RIMOZIONE DI ALBERI E TRONCHI CADUTI o ABBATTUTI nelle zone per le quali è stato dichiarato lo stato di emergenza a seguito eventi calamitosi di ottobre e novembre 2018, finanziati con 3 milioni di euro per il 2019. Già confermata la CARTA ACQUISTI e rifinanziata gli anni dal 2019 al 2021 -con fondi per un milione di euro per ciascun anno- la CARTA FAMIGLIA che consente alle famiglie numerose di acquistare con sconti convenzionati beni e servizi. Incrementato di 5 milioni di euro per ciascuno degli anni 2019, 2020 e 2021 il fondo riservato ad interventi normativi -futuri- a favore delle persone che assistono un familiare non autosufficiente (detti "CAREGIVER FAMILIARI"). Si attendono però ancora le normative che ne dettaglino l'utilizzo. Rifinanziato anche il BONUS BEBE' con 204 milioni di euro per l'anno 2019 e 240 milioni di euro per l'anno 2020, ed esteso ai diciottenni del 2018 -in seguito lo sarà anche per quelli del 2019- il cosiddetto BONUS 18ENNI di 500 euro. Il PREMIO NASCITA UNA TANTUM è sempre attivo, come l'incremento degli ASSEGNI FAMILIARI per i lavoratori con famiglia numerosa -previsto per il triennio 2017/2019. Rinnovato anche il BONUS ASILI NIDO per gli anni 2019/2020/2021. Non rinnovato il VOUCHER PER LE MAMME LAVORATRICI e nemmeno il CONTRIBUTO PER GLI STUDENTI DI MUSICA per l'acquisto di uno strumento; conclusa anche la fase sperimentale del fondo CONIUGI IN STATO DI BISOGNO (riferimento sul sito giustizia.it). Per quanto riguarda i mutui è rinnovata fino al 2020 la possibilità di chiedere la SOSPENSIONE DELLE RATE PER UN ANNO a determinate condizioni, in attesa di un decreto ministeriale e dell'accordo Abi-Mef. Deve ancora partire invece il FONDO SOSTEGNO ALLA NATALITÀ, introdotto nel 2017 al posto del vecchio "Fondo credito nuovi nati" per fornire "garanzie" di Stato al credito concesso a famiglie che fanno o adottano figli, e finanziato in modo piuttosto sostanzioso (14 milioni di euro per il 2017, 24 milioni di euro per il 2018, 23 milioni di euro per il 2019, 13 milioni di euro per il 2020 e 6 milioni di euro annui a decorrere dal 2021). Non rifinanziato il FONDO DI GARANZIA MUTUI PRIMA CASA istituito nel 2014 benchè la legge di Bilancio 2019 preveda la possibilità di futuri interventi della Cassa depositi e prestiti, mentre continua ad operare il cosiddetto PLAFOND CASA con agevolazioni decise dalle banche che aderiscono volontariamente. Per i fondi affitti gestiti localmente dai Comuni rimane quello destinato specificamente agli inquilini morosi (cosiddetta morosità incolpevole) ed è rifinaziato il "Fondo nazionale per il sostegno all'accesso alle abitazioni in locazione" relativo in generale a situazioni di difficoltà degli inquilini. Rinnovati come sempre anche i bonus sulle bollette di elettricità e del gas per i meno abbienti. Ormai attivo, dal Luglio 2018, anche in bonus acqua.
