CARBURANTI, SCENDONO I PREZZI: TAGLIO ACCISE E BONUS PER AUTOTRASPORTO E PESCA


Sono in vigore dal 19 marzo le misure emergenziali introdotte per far fronte al caro carburanti, approvate dal Consiglio dei Ministri nella seduta n. 165 del 18 marzo. Il Decreto che le ha istituite (Dl n. 33/2016) è stato pubblicato in Gazzetta Ufficiale. Il provvedimento, ricordiamo, introduce in via temporanea una riduzione delle accise su gasolio, benzina e GPL per un periodo di 20 giorni a decorrere dal 19 marzo. In termini pratici, la misura determina una riduzione del prezzo di 25 centesimi al litro per gasolio e benzina e di 12 centesimi al chilo per il GPL. Sono previste anche specifiche disposizioni di prevenzione e contrasto a fenomeni speculativi.  Ulteriori interventi riguardano i settori maggiormente colpiti dall?"aumento dei costi energetici, come quelli dell?"autotrasporto e della pesca, per i quali vengono istituiti due contributi straordinari. Contributo per il settore dell?"autotrasportoPer il settore dell?"autotrasporto, al fine di mitigare gli effetti economici derivanti dall'aumento eccezionale del prezzo del gasolio utilizzato come carburante, viene riconosciuto un contributo straordinario, sotto forma di credito d?"imposta. L?"agevolazione è parametrata alla maggior spesa sostenuta nei mesi di marzo, aprile e maggio 2026 rispetto a quella sostenuta nel mese di febbraio 2026, assunta quale periodo di riferimento. Il credito d'imposta: è utilizzabile esclusivamente in compensazione; non concorre alla formazione del reddito d'impresa né della base imponibile IRAP; è cumulabile con altre agevolazioni aventi ad oggetto i medesimi costi, a condizione che il cumulo, tenuto conto anche della non imponibilità ai fini fiscali, non porti al superamento del costo sostenuto. Il contributo è concesso nel limite massimo di 100 milioni di euro per l'anno 2026. Criteri e modalità applicative saranno stabiliti con successivo decreto. Contributo per il settore della pescaPer il settore della pesca è riconosciuto, nel limite di 10 milioni di euro per l'anno 2026, un contributo straordinario sotto forma di credito d?"imposta fino al 20% della spesa sostenuta per l?"acquisto di carburante nei mesi di marzo, aprile e maggio 2026. La spesa agevolabile deve essere documentata mediante fatture d'acquisto, al netto dell'Iva. Anche in questo caso il credito d'imposta: è utilizzabile esclusivamente in compensazione; non concorre alla formazione del reddito d'impresa né della base imponibile IRAP; è cumulabile con altre agevolazioni sugli stessi costi, nel limite del costo sostenuto.   Criteri e modalità di applicative della misura saranno stabiliti con successivo decreto.
