PAGAMENTI IN RITARDO: LO STATO CENTRALE DEBITORE DANNEGGIA LE PICCOLE IMPRESE


Nel 2022, l'Amministrazione centrale dello Stato ha lasciato senza pagamento quasi un terzo dei fornitori, corrispondente a 1.185.000 fatture per un importo di 5,4 miliardi di euro. Questa prassi ingiusta ha danneggiato soprattutto le piccole imprese. La Corte dei Conti ha confermato che la Pubblica Amministrazione ritarda intenzionalmente il pagamento delle fatture minori, penalizzando le imprese con volumi bassi. Il debito commerciale totale della Pubblica Amministrazione è di 49,6 miliardi di euro, un livello simile a quello pre-pandemia del 2019. Questo equivale al 2,6% del PIL italiano e supera di gran lunga gli altri paesi dell'UE. La Corte di Giustizia Europea ha rilevato che l'Italia ha violato la direttiva UE 2011/7 sui tempi di pagamento tra amministrazioni pubbliche e imprese private. A seguito di diverse procedure di infrazione, l'Italia è stata criticata anche per i ritardi nei pagamenti delle regioni e del sistema sanitario. L'Ufficio studi della CGIA suggerisce di introdurre per legge una compensazione secca tra i crediti certi liquidi ed esigibili delle imprese e i debiti fiscali e contributivi dell'erario per risolvere questo problema e aiutare le piccole imprese.   • it will be held on behalf of the Controller by KUMBE, the Controller’s maintainer for digital services, on the cloud server and related backup, in turn managed in compliance with the GDPR for the entire term of the contract with the Controller – who may dispose of it at any time – and until its subsequent cancellation.
  • it will not be assigned to third parties; it will not be used for marketing campaigns except if concurrently authorized for such purposes.
  • the user will have a profile created based pon the information contained therein and the data may be used for statistical processing.
