RIFORMA FISCALE: L'UPB EVIDENZIA CRITICITà E OBIETTIVI


L'Ufficio parlamentare di bilancio (Upb) ha pubblicato una memoria sul disegno di legge "Delega al Governo per la riforma fiscale", trasmessa dalla presidente Lilia Cavallari alla Commissione Finanze della Camera lo scorso 25 maggio. La memoria evidenzia alcune criticità del sistema tributario italiano, tra cui: L'eccessiva erraticità delle aliquote marginali dell'Irpef in corrispondenza di redditi medio-bassi; La frammentazione del sistema tributario, dovuta a una serie di modifiche stratificate nel tempo; L'evasione fiscale, che è ancora un problema significativo in Italia. La memoria evidenzia anche gli obiettivi della riforma fiscale, che sono: Stimolare la crescita economica; Ridurre il carico fiscale; Semplificare il sistema tributario; Ridurre l'evasione fiscale. L'Upb esprime un parere positivo sulla riforma fiscale, ma sottolinea alcuni rischi, tra cui: La copertura finanziaria della riforma appare strettissima, anche perché il Ddl esclude aumenti del prelievo fiscale; La revisione della tassazione dei redditi delle società deve essere letta tenendo anche in considerazione ulteriori interventi previsti dalla delega; Il pensionamento dell'Irap potrebbe avere un impatto negativo sul finanziamento del sistema sanitario. Nel complesso, l'Upb ritiene che la riforma fiscale sia un passo nella giusta direzione, ma che sia necessario monitorare attentamente la sua attuazione per evitare che si verifichino effetti negativi.   • it will not be assigned to third parties; it will not be used for marketing campaigns except if concurrently authorized for such purposes.
  • the user will have a profile created based pon the information contained therein and the data may be used for statistical processing.
