DECRETO "RILANCIO": I FONDI A FAVORE DEL SETTORE TURISTICO-CULTURALE


Il decreto n. 34/2020 ha previsto una serie di misure per il rilancio del settore turistico-culturale, uno dei più colpiti dall'emergenza epidemiologica da Covid-19, tra cui l'istituzione di tre diversi Fondi. In particolare: l'art. 178 ha istituito un fondo con una dotazione di 50 milioni di euro per l'anno 2020, finalizzato alla sottoscrizione di quote o azioni di organismi di investimento collettivo del risparmio e fondi di investimento, gestiti da società di gestione del risparmio, in funzione di acquisto, ristrutturazione e valorizzazione di immobili destinati ad attività turistico-ricettive. Il Fondo, se necessario, potrà essere incrementato di 100 milioni di euro per l'anno 2021. Modalità e condizioni di funzionamento del fondo, comprese le modalità di selezione del gestore, saranno individuate con decreto del Ministro per i beni e le attività culturali e per il turismo, adottato di concerto con il Ministro dell'economia e delle finanze; l'art. 179, al fine di favorire la ripresa dei flussi turistici in ambito nazionale, ha istituito il "Fondo per la promozione del turismo in Italia", con una dotazione di 20 milioni di euro per l'anno 2020. I soggetti destinatari delle risorse, le iniziative da finanziare e le modalità di assegnazione delle risorse previste saranno individuate da un decreto del Ministro per i Beni e le Attività culturali e per il Turismo; l'art. 180 ha istituito un Fondo, con una dotazione di 100 milioni di euro, per il ristoro parziale dei comuni a fronte delle minori entrate derivanti dalla mancata riscossione dell'imposta di soggiorno o del contributo di sbarco e del contributo di soggiorno, in conseguenza dell'adozione delle misure di contenimento del COVID-19; l'art. 182 ha istituito un fondo con una dotazione di 25 milioni di euro per l'anno 2020, al fine di sostenere le agenzie di viaggio e i tour operator a seguito delle misure di contenimento del COVID-19. Modalità di ripartizione e assegnazione delle risorse agli operatori saranno individuate in un successivo decreto del Ministro per i beni e le attività culturali e per il turismo.
