La seconda ondata potrebbe pesare anche l'8% del pil del quarto trimestre: la stima dell'UPB


Una seconda ondata potrebbe avere un impatto sulla dinamica del Pil del quarto trimestre compreso tra -3,5 e -8,0%. A dirlo è l'Ufficio parlamentare di bilancio nella sezione finale nella sua nota sulla congiuntura di ottobre 2020. Oltre a tracciare un quadro dell'attuale congiuntura economica, infatti, l'Upb ha stimato l'impatto sulla (de)crescita del Pil nel quarto trimestre di una seconda ondata di contagi di Covid-19 in Italia. La simulazione si basa sullo "stringency index", indicatore costruito dall'Università di Oxford per tracciare le restrizioni adottate nei Paesi del mondo per fronteggiare l'epidemia. L'Upb fa notare come durante la prima ondata l'Italia abbia mostrato "un'elevata correlazione (0,89) tra la serie storica della quota di tamponi positivi e quella dello stringency index". Attraverso la quota di tamponi positivi sul totale sarebbe quindi possibile stimare l'impatto dell'epidemia sull'economia dei singoli Paesi: "La dinamica del PIL mensile da febbraio ad oggi sembra effettivamente allineata allo stringency index; la correlazione contemporanea tra le due serie è di circa il 92 per cento, simile a quella di indicatori quantitativi come la produzione industriale". Contando sul fatto che la relazione tra le due variabili durante la seconda ondata replichi quella registrata nella prima ondata, l'Upb stima che l'aumento dei contagi (che peraltro si sta verificando in queste ore) potrebbe impattare negativamente sul Pil del quarto trimestre per il 3,5% nel caso meno sfavorevole, del 5,0% nel caso intermedio e dell'8,0% nel caso più sfavorevole. Va precisato come le stime dell'Upb si basino per motivi cronologici su dati risalenti ai primi giorni di ottobre quindi potrebbe essere utile specificare a quali numeri si riferiscano i tre livelli di gravità adottati nell'analisi. Il caso meno sfavorevole, quello da -3,5% del Pil, prende in considerazione una quota di tamponi positivi sul totale di poco inferiore al 10% al dì 30 dicembre 2020. Il caso intermedio, da -5,0% del Pil, una quota compresa tra il 15 e il 20%. Il caso più sfavorevole, da -8,0% sul Pil, si basa su una quota di tamponi positivi sul totale superiore al 35%. Attualmente, per la cronaca, l'epidemia in Italia si starebbe collocando nella traiettoria della curva "più sfavorevole" (QUI i dati aggiornati del Ministero della Salute): nella giornata di martedì 27 ottobre la quota di tamponi positivi sul totale si attestava al 12,6% (21.994 positivi su 174.398 tamponi effettuati) mentre lunedì 26 ottobre al 13,6% (17.012 casi su 124.686 tamponi effettuati). "Tali effetti sul quarto trimestre implicano, considerando l'acquisito statistico, che la crescita del PIL del 2020 subirebbe un peggioramento tra circa uno e due punti percentuali. Considerando inoltre il trascinamento statistico, lo shock al quarto trimestre costituirebbe un'eredità negativa notevole (tra circa tre e sei punti percentuali) sulla variazione annuale del PIL nel 2021", sottolinea l'Upb. È lo stesso Upb, in ogni caso, che invita alla cautela verso questo modello. Diverse sono infatti le incognite che potrebbero condizionare le proiezioni pubblicate: "In primavera la minore disponibilità di tamponi faceva sì che le risorse scarse disponibili venissero prevalentemente utilizzate per chi aveva sintomi più gravi [...] La percentuale di casi positivi di allora potrebbe quindi non essere direttamente confrontabile con quella odierna. [...] da un punto di vista statistico, le relazioni su cui si basa l'esercizio sono estratte da un numero esiguo di osservazioni, il che impedisce una vera e propria analisi inferenziale".
