Dal 3 maggio al 24 maggio le domande per i contributi a fondo perduto al settore del commercio al dettaglio


Dal 3 maggio al 24 maggio 2022 si potranno presentare le domande per richiedere contributi a fondo perduto previsti dal Fondo per il rilancio delle attività economiche di commercio al dettaglio. Il Fondo per il rilancio delle attività economiche, con una dotazione di 200 milioni di euro per l’anno 2022, è finalizzato alla concessione di aiuti in forma di contributo a fondo perduto a favore delle imprese che svolgono in via prevalente attività di commercio al dettaglio. Il fondo è stato istituito dal decreto-legge 27 gennaio 2022, n. 4 (articolo 2) per: contenere gli effetti negativi derivanti dall’emergenza Covid prevedere specifiche misure di sostegno per i soggetti maggiormente incisi. Possono accedere al contributo le imprese che svolgono in via prevalente un’attività di commercio al dettaglio, identificate dai codici della classificazione delle attività economiche ATECO 2007 previsti dall’articolo 2, comma 1, del decreto-legge 27 gennaio 2022, n. 4, che presentano un ammontare di ricavi, riferito al 2019, non superiore a 2 milioni di euro e che hanno subito una riduzione del fatturato nel 2021 non inferiore al 30% rispetto al 2019. Le medesime imprese, inoltre, devono possedere i seguenti requisiti alla data di presentazione dell’istanza: avere sede legale od operativa nel territorio dello Stato e risultare regolarmente costituite, iscritte e «attive» nel Registro delle imprese; non essere in liquidazione volontaria o sottoposte a procedure concorsuali con finalità liquidatorie; non essere già in difficoltà al 31 dicembre 2019, come da definizione stabilita dall’articolo 2, punto 18, del regolamento (UE) n. 651/2014 della Commissione, del 17 giugno 2014, fatte salve le eccezioni previste dalla disciplina europea di riferimento in materia di aiuti Stato; non essere destinatarie di sanzioni interdittive ai sensi dell’articolo 9, comma 2, lettera d), del decreto legislativo 8 giugno 2001, n. 231. L’agevolazione è riconosciuta sotto forma di contributo a fondo perduto, nei limiti delle risorse finanziarie stanziate per l’intervento agevolativo, ai sensi e nel rispetto dei limiti e delle condizioni previsti dalla Sezione 3.1 del «Quadro temporaneo per le misure di aiuto di Stato a sostegno dell’economia nell’attuale emergenza del COVID-19» di cui alla comunicazione della Commissione europea 2020/C 91 I/01 e successive modificazioni, ovvero, successivamente al periodo di vigenza dello stesso, del regolamento (UE) n. 1407/2013 della Commissione, del 18 dicembre 2013. Nello specifico, le risorse finanziarie destinate all’intervento agevolativo sono ripartite tra i soggetti aventi diritto, riconoscendo a ciascuno dei predetti soggetti un importo determinato applicando una percentuale alla differenza tra l’ammontare medio mensile dei ricavi relativi al periodo d’imposta 2021 e l’ammontare medio mensile dei medesimi ricavi riferiti al periodo d’imposta 2019, come segue: 60%, per i soggetti con ricavi relativi al periodo d’imposta 2019 non superiori a euro 400.000,00; 50%, per i soggetti con ricavi relativi al periodo d’imposta 2019 superiori a euro 400.000,00 e fino a euro 1.000.000,00; 40%, per i soggetti con ricavi relativi al periodo d’imposta 2019 superiori a euro 1.000.000,00 e fino a euro 2.000.000,00. Le domande di accesso alle agevolazioni potranno essere presentate dalle ore 12:00 del 3 maggio 2022 e sino alle ore 12:00 del 24 maggio 2022, esclusivamente tramite la procedura informatica.
