Il mercato del lavoro si sta raffreddando secondo Banca d'Italia e Istat


Secondo le analisi di Banca d'Italia, nei primi due mesi del 2022 si sono registrate 22mila assunzioni in più rispetto alle cessazioni di rapporti di lavoro. Un dato positivo che conferma il trend di crescita e recupero verso i numeri pre-pandemici. Nonostante ciò, Palazzo Koch rileva una "lieve flessione" nel numero di posti di lavoro creati rispetto agli ultimi mesi del 2021. Una dinamica che andrebbe oltre i pesanti effetti stagionali che si registrano a cavallo tra le due annate (chiusura dei contratti a fine 2021 e attivazione ad inizio 2022). Come registra Banca d'Italia: "Il rallentamento è stato più marcato in alcuni comparti dei servizi e in particolare nel commercio e nel turismo, penalizzati dai nuovi timori di contagio e dalle restrizioni connesse con la diffusione della variante Omicron. Il numero di attivazioni nette nell'industria è rimasto su livelli sostanzialmente simili a quelli dei mesi precedenti". La ripresa del mercato del lavoro in Italia è stata trainata lungo tutto il 2021 da contratti a termine. Questo fenomeno pare però si sia indebolito all'inizio del 2022, vi sono cioè segnali di riequilibrio tra le due tipologie di occupazione all'interno del mercato del lavoro, specialmente nei nuovi posti creati nell'ultimo periodo. Il tempo determinato resta tuttavia una componente determinante della ripresa, costituendo circa la metà delle attivazioni nette di gennaio e febbraio 2022. "Prosegue l'andamento negativo dell'apprendistato mentre si mantengono sui valori raggiunti alla fine del 2021 le attivazioni di contratti a tempo indeterminato, incluse le trasformazioni di impieghi già esistenti (esclusi i fattori stagionali). Con la progressiva rimozione dei vincoli introdotti durante le fasi più acute della pandemia, sono cresciute anche le cessazioni di contratti a tempo indeterminato, pur evidenziando dinamiche eterogenee tra settori". Allo stesso tempo, Istat ha pubblicato la propria nota sul mercato del lavoro del quarto trimestre del 2021, tracciando un bilancio della chiusura dell'anno. Negli ultimi tre mesi l'input di lavoro, misurato come unità di lavoro equivalenti, è aumentato sia rispetto al terzo trimestre (+0,3%) che rispetto agli ultimi tre mesi del 2020 (+6,0%). Una percentuale, quest'ultima, particolarmente elevata che sconta ancora la crisi del Covid ed è quindi da considerare con le dovute cautele. Stando alle rilevazioni tratte dalle comunicazioni obbligatorie, negli ultimi tre mesi del 2021 quasi quattro nuovi posti di lavoro su dieci erano rappresentati dal tempo determinato (39,5%) con una durata prevista fino a trenta giorni. Il 29,1% aveva invece una durata compresa tra i due e i sei mesi mentre solo lo 0,9% supera l'anno. Come sottolinea Istat: "Nel complesso, si riscontra un aumento dell'incidenza delle attivazioni dei contratti di brevissima durata (23,6% fino a una settimana, +3,7 punti rispetto al quarto trimestre 2020), e di quelli da uno a sei mesi (+5,8 punti)". A differenza dell'analisi di Banca d'Italia, Istat pone l'accento sul rallentamento della crescita dei posti di lavoro a tempo indeterminato: "Su base annua, prosegue la crescita delle posizioni lavorative a tempo indeterminato, seppur in rallentamento, sia nei dati delle CO (+297 mila in un anno; era +308 mila nel terzo trimestre 2021, +367 mila nel secondo e +394 nel primo) sia in quelli Inps-Uniemens (+140 mila, +182 mila, +184 mila e +207 mila, rispettivamente). Positiva e più marcata la dinamica delle posizioni a tempo determinato tanto nei dati delle CO (+321 mila posizioni; Tavola 2) quanto in quelli di Inps-Uniemens riferiti alle sole imprese private (+552 mila unità), che comprendono anche il lavoro in somministrazione e a chiamata".
