DELEGA PER LA RIFORMA FISCALE: SISTEMA DUALE E IRPEF


Il Consiglio dei Ministri, nella seduta n. 39 del 5 ottobre 2021, ha approvato il disegno di legge delega per la revisione del sistema fiscale. In particolare la riforma è guidata da quattro principi cardine: lo stimolo alla crescita economica attraverso una maggiore efficienza della struttura delle imposte e la riduzione del carico fiscale sui fattori di produzione; la razionalizzazione e semplificazione del sistema anche attraverso la riduzione degli adempimenti e l’eliminazione dei micro-tributi; la progressività del sistema, che va preservata, seguendo i dettami della Costituzione che richiamano un principio generale di giustizia e di equità; il contrasto all’evasione e all’elusione fiscale. Tra gli aspetti in tema fiscale il disegno di legge prevede la riforma delle imposte sui redditi personali, in particolare l’Irpef e le imposte sostitutive, fondata su due pilastri: il completamento del sistema duale e quindi la distinzione tra redditi da capitale e redditi da lavoro; la riduzione delle aliquote effettive che si applicano ai redditi da lavoro. Per i redditi da capitale è prevista la tassazione proporzionale, tendenzialmente con un’aliquota uguale per tutti i redditi da capitale, ma con gradualità. L’obiettivo è quello di razionalizzare l’attuale sistema e rendere più efficiente il mercato dei capitali. Per i redditi da lavoro è prevista la riduzione delle aliquote effettive medie e marginali dell’Irpef, con l’obiettivo di incentivare l’offerta di lavoro, in particolare nelle classi di reddito dove si concentrano i secondi percettori di reddito e i giovani. La delega prevede anche la revisione delle deduzioni dalla base imponibile e delle detrazioni dall’imposta (cioè delle cosiddette spese fiscali), che dovrà basarsi su una valutazione attenta dell’equità e dell’efficienza dei diversi interventi.  Infine, si prevede il riordino della tassazione del risparmio, facendo attenzione alla necessità di non generare spazi per l’elusione dell’imposta.
