Convertito in Legge il Decreto Milleproroghe


Sulla Gazzetta Ufficiale del 29 febbraio 2020 è stata pubblicata la legge di conversione (Legge 8/2020) del decreto "Milleproroghe" recante "Disposizioni urgenti in materia di proroga di termini legislativi, di organizzazione delle pubbliche amministrazioni, nonché di innovazione tecnologica". Tra le principali novità, in vigore dal 1° marzo 2020, segnaliamo: slitta dal 16 dicembre 2019 alla data di approvazione dei bilanci relativi all'esercizio 2019, il termine entro il quale le Società a responsabilità limitata e le cooperative devono effettuare la prima nomina del revisore o degli organi di controllo ai sensi delle modifiche introdotte dal Codice della crisi di impresa e dell'insolvenza di cui al D.Lgs. n. 14 del 12 gennaio 2019; proroga del cosiddetto "bonus verde" al 31 dicembre 2020: la detrazione Irpef del 36%, fino a un ammontare complessivo non superiore a 5.000 euro per unità immobiliare ad uso abitativo, per le spese sostenute per interventi di sistemazione di giardini, terrazze e parti comuni di edifici condominiali; nuovo incentivo per l'acquisto di scooter e moto elettriche o ibride effettuato nell'anno 2020. L'incentivo è pari al 30% del costo di acquisto, fino ad un massimo di 3.000 euro, nel caso in cui il veicolo consegnato per la rottamazione sia della categoria euro 0, 1, 2 o 3; estensione degli incentivi previsti per l'acquisto di veicoli di categoria M1 nuovi di fabbrica, con prezzo inferiore a 50.000 euro IVA esclusa, a chi consegna per la rottamazione un veicolo della stessa categoria omologato alla classe Euro 0 (fino al 31 dicembre 2019 la misura è riservata ai casi in cui il veicolo rottamato sia classificato nelle classi Euro 1, 2, 3 e 4); proroga dal 28 febbraio 2020 al 30 settembre 2020 del termine per presentare al Comune la richiesta di accesso alle agevolazioni per la riapertura e l'ampliamento di attività commerciali, artigianali e di servizi per la promozione delle economie locali nei Comuni fino a 20.000 abitanti; estensione ai Comuni per i quali sia stato deliberato lo stato di emergenza a seguito del verificarsi di eventi calamitosi della riduzione dell'aliquota dal 15 al 10%, a regime, della cedolare secca da applicare ai canoni derivanti dai contratti di locazione di immobili ad uso abitativo a canone concordato. Per l'anno 2020 l'agevolazione si applica esclusivamente ai contratti di locazione stipulati nei comuni con popolazione fino a 10.000 abitanti; continueranno ad applicarsi, limitatamente al 2020, le norme in materia di imposta comunale sulla pubblicità, diritto sulle pubbliche affissioni e Tosap, nonché le norme in materia di canone per l'installazione di mezzi pubblicitari e per l'occupazione di spazi ed aree pubbliche, in deroga a quanto previsto dalla legge di Bilancio 2020 (Legge 27 dicembre 2020, n. 160 ) che ne dispone l'abrogazione.
