AUTOTRASPORTO MERCI CONTO TERZI - STANZIATE RISORSE PER IL RINNOVO DEL PARCO VEICOLARE


Sono stati pubblicati, sulla Gazzetta Ufficiale n. 250 del 24 ottobre 2019, i seguenti tre decreti del Ministero delle Infrastrutture e dei Trasporti: il decreto 22 luglio 2019 recante le modalità di erogazione delle risorse per investimenti a favore delle imprese di autotrasporto per l'annualità 2019; Il decreto 27 agosto 2019 recante modifica del decreto 22 luglio 2019; il decreto 11 ottobre 2019 recante disposizioni di attuazione delle misure incentivanti per le imprese di autotrasporto per l'annualità 2019. In particolare il decreto del 22 luglio 2019 - in vigore dal 25 ottobre 2019 - disciplina le modalità di erogazione delle risorse finanziarie in favore delle imprese di autotrasporto di merci per conto di terzi attive sul territorio italiano, per il rinnovo e l'adeguamento tecnologico del parco veicolare e per l'acquisizione di beni strumentali per il trasporto intermodale. Possono proporre domanda: le imprese di autotrasporto di cose per conto di terzi, nonchè le strutture societarie, risultanti dall'aggregazione di dette imprese, costituite in forma di società cooperativa o di consorzio con attività esterna, regolarmente iscritte al Registro elettronico nazionale (R.E.N.); le imprese che esercitano con veicoli di massa complessiva fino a 1,5 tonnellate iscritte all'Albo nazionale delle imprese che esercitano l'attività di autotrasporto (art. 5, comma 1). Il decreto stabilisce la ripartizione delle risorse finanziarie relative all'anno 2019, nel limite di spesa pari a euro 25.000.000, fra le varie tipologie d'investimento fatto salvo quanto dovuto alla società «Rete Autostrade Mediterranee per la logistica, le infrastrutture ed i trasporti Società per azioni», quale soggetto gestore dell'attività istruttoria. Il decreto 11 ottobre 2019 disciplina, in particolare. Le modalità operative della misura di incentivazione con specifico riferimento alle modalità di presentazione delle domande di ammissione ed alle connesse fasi di prenotazione e di rendicontazione nonchè all'attività istruttoria. Le domande potranno essere presentate secondo le modalità indicate all'art. 3 del citato decreto. Vogliamo infime evidenziare che, secondo quanto previsto dall'art. 53 del D.L. n. 124/2019 (c.d. "Decreto fiscale"), al fine di accrescere la sicurezza del trasporto su strada e di ridurre gli effetti climalteranti derivanti dal trasporto merci su strada, in aggiunta alle risorse previste dalla vigente legislazione per gli investimenti da parte delle imprese di autotrasporto, sono stanziate ulteriori risorse, pari a complessivi 12,9 milioni di euro per ciascuno degli anni 2019 e 2020, da destinare, nel rispetto della normativa dell'Unione europea in materia di aiuti agli investimenti, al rinnovo del parco veicolare delle imprese attive sul territorio italiano iscritte al Registro elettronico nazionale (R.E.N.) e all'Albo nazionale degli autotrasportatori di cose per conto di terzi.   • it will be used to comply with current requests for information/acquistion/registration until completed and for no other purpose.
  • it will be held in the company archives with no deadline, until independent cancellation by the user, voluntary cancellation by the Controller or an explicit request for cancellation by the user.
  • it will be held on behalf of the Controller by KUMBE, the Controller’s maintainer for digital services, on the cloud server and related backup, in turn managed in compliance with the GDPR for the entire term of the contract with the Controller – who may dispose of it at any time – and until its subsequent cancellation.
  • it will not be assigned to third parties; it will not be used for marketing campaigns except if concurrently authorized for such purposes.
  • the user will have a profile created based pon the information contained therein and the data may be used for statistical processing.
