Il nuovo ruolo del Bilancio per gli Enti del Terzo Settore: trasparenza e regole nel 2026


Come cambiano le regole di bilancio per gli Enti del Terzo Settore nel 2026. Guida completa su scadenze, trasparenza e deposito al RUNTS.Inquadramento normativo e centralità del Bilancio A quasi dieci anni dall'avvio della Riforma, il bilancio ha assunto un ruolo centrale, segnando una forte discontinuità con il passato. Non si tratta più di un mero adempimento amministrativo o fiscale, ma di uno strumento primario di trasparenza, accountability e governo per gli Enti del Terzo Settore. I dati di bilancio sono oggi fondamentali per verificare in modo oggettivo la prevalenza delle attività di interesse generale, il rispetto dei limiti per le attività diverse e la determinazione degli obblighi di trasparenza, quali la nomina degli organi di controllo e la redazione del bilancio sociale. Le nuove scadenze per il deposito al RUNTS Una delle novità operative più rilevanti del 2026 (introdotta con la Legge 4 luglio 2024, n. 104) riguarda le tempistiche di deposito. L'approvazione del bilancio rimane una competenza inderogabile dell'assemblea, ma il legislatore ha eliminato il termine fisso del 30 giugno, introducendo un termine "mobile". Attualmente, il deposito del bilancio d'esercizio (e del rendiconto delle raccolte fondi) presso il Registro Unico Nazionale del Terzo Settore (RUNTS) deve avvenire tassativamente entro 180 giorni dalla data di chiusura dell'esercizio finanziario. Questa modifica equipara la disciplina degli enti a quella societaria, risolvendo le problematiche di tempestività per quelle organizzazioni che chiudono l'anno sociale in date diverse dal 31 dicembre. La procedura di deposito Il deposito deve essere effettuato digitalmente sul portale del RUNTS dal rappresentante legale, da un amministratore o da un commercialista delegato. I documenti, obbligatoriamente in formato PDF/A, includono il bilancio d'esercizio, i verbali di approvazione (esplicitamente richiesti per le fondazioni) e, ove presenti, le relazioni dell'organo di controllo e del revisore legale. Questa rigorosa tracciabilità assicura una reale garanzia di trasparenza per tutti gli stakeholder.

  • it will be used to comply with current requests for information/acquistion/registration until completed and for no other purpose.
  • it will be held in the company archives with no deadline, until independent cancellation by the user, voluntary cancellation by the Controller or an explicit request for cancellation by the user.
  • it will be held on behalf of the Controller by KUMBE, the Controller’s maintainer for digital services, on the cloud server and related backup, in turn managed in compliance with the GDPR for the entire term of the contract with the Controller – who may dispose of it at any time – and until its subsequent cancellation.
  • it will not be assigned to third parties; it will not be used for marketing campaigns except if concurrently authorized for such purposes.
  • the user will have a profile created based pon the information contained therein and the data may be used for statistical processing.
