ACCISE SUL GASOLIO E BOLLO AUTO 2027: LE NOVITà DEL D.L. 162/2026


Il Decreto Legge n. 162/2026 introduce una riduzione temporanea delle accise sul gasolio e dispone, per il 2027, l?"esenzione dal bollo per un solo veicolo di determinate categorie di contribuenti. È in vigore dal 18 settembre 2026 il D.L. 17 settembre 2026, n. 162, pubblicato nella Gazzetta Ufficiale n. 216 del 17 settembre. Il provvedimento interviene, in particolare, sul costo dei carburanti e sulla tassa automobilistica, con misure destinate a produrre effetti in parte già nel breve periodo e in parte nel corso del 2027. Gasolio, accise ridotte fino al 5 ottobre Per contenere l'impatto del costo dei carburanti, il decreto rimodula temporaneamente l'aliquota dell'accisa sul gasolio impiegato come carburante e per autotrazione. La riduzione opera secondo due distinti periodi: dal 18 al 25 settembre 2026, l'accisa è fissata a 572,90 euro per 1.000 litri. La stessa aliquota agevolata si applica, alle condizioni previste dalla normativa europea, anche ai biocarburanti immessi in consumo come carburanti, tra cui gasoli paraffinici HVO e biodiesel; dal 26 settembre al 5 ottobre 2026, l'aliquota sale a 622,90 euro per 1.000 litri. La misura ha quindi carattere temporaneo e si concentra su un arco temporale di poche settimane. Bollo auto 2027: esenzione per un solo veicolo Una seconda misura riguarda invece la tassa automobilistica dovuta nel 2027. Per le persone fisiche è prevista l'esenzione dal pagamento del bollo relativo a un solo veicolo, purché regolarmente assicurato e con scadenza ordinaria del pagamento compresa tra il 1° gennaio e il 31 dicembre 2027. L'agevolazione riguarda le autovetture con potenza fino a 80 kW, alimentate a benzina o gasolio, comprese quelle ibride che associano tali alimentazioni ad altre fonti di propulsione. Nel caso in cui una persona possieda più autovetture che presentano i requisiti, l'esenzione viene riconosciuta automaticamente al veicolo di minore potenza. In presenza di più mezzi con la stessa potenza, viene considerato quello per il quale l'importo ordinario del bollo sarebbe più basso. La norma estende inoltre il beneficio a motocicli e ciclomotori alimentati a benzina, anche ibridi, ma soltanto se il proprietario non usufruisce già dell'esenzione per un'autovettura fino a 80 kW. Per le Regioni a statuto speciale e le Province autonome, l'applicazione delle esenzioni è subordinata alla conclusione di specifici accordi con le rispettive autonomie. Il D.L. n. 162/2026 dovrà ora essere sottoposto al procedimento di conversione parlamentare: durante l'iter, le disposizioni potranno quindi essere modificate o integrate.
