ROTTAMAZIONE-QUINQUIES ENTI LOCALI: ONLINE L'ELENCO DEI COMUNI E DELLE REGIONI ADERENTI


Definito il quadro delle amministrazioni territoriali rientranti nella sanatoria: domande al via a partire dal 16 ottobre. L'Agenzia delle entrate-Riscossione entra nella fase cruciale di attuazione della Rottamazione-quinquies applicata ai tributi locali. Con la pubblicazione dell'elenco ufficiale degli enti territoriali che hanno deliberato l'adesione alla misura agevolativa, vengono definite le regole e la scansione temporale per i contribuenti interessati a regolarizzare la propria posizione debitoria. Il perimetro della misura e l'elenco degli enti Sono circa 1.500 le Regioni e gli enti locali che entro il termine del 31 luglio 2026 hanno formalizzato la propria adesione alla sanatoria. L'elenco completo, consultabile direttamente sul portale istituzionale dell'Agenzia delle entrate-Riscossione, riporta la denominazione delle amministrazioni territoriali aderenti, l'eventuale indicazione di soggetti terzi che hanno affidato carichi per loro conto e un campo note con informazioni di dettaglio.    Introdotta dalla Legge di Bilancio 2026 e successivamente estesa dal D.L. n. 38/2026, la definizione agevolata riguarda i carichi tributari e non tributari, con l'esclusione delle condanne emesse dalla Corte dei conti, affidati all'Agente della riscossione tra il 1° gennaio 2000 e il 31 dicembre 2023. Tra le voci più comuni rientrano IMU, TARI, bollo auto e sanzioni amministrative per violazioni del Codice della Strada.    Restano invece esclusi dall'operato di Agenzia delle entrate-Riscossione i tributi gestiti in via diretta dai Comuni o affidati a concessionari privati; per questi ultimi, la normativa attribuisce ai singoli enti la facoltà di approvare regolamenti autonomi di definizione agevolata.    Calendario e scadenze per la domanda La finestra temporale per la trasmissione delle istanze telematiche si aprirà ufficialmente il 16 ottobre 2026 e si chiuderà il 15 dicembre 2026. Le istruzioni operative e le modalità di invio saranno rese note entro il 15 ottobre sul sito dell'Agenzia, data a partire dalla quale i contribuenti potranno consultare i dati informativi dei carichi definibili nell'area riservata del portale.    Il percorso di regolarizzazione si completerà con la seguente tempistica: entro il 28 febbraio 2027: l'Agenzia delle entrate-Riscossione invierà ai richiedenti la comunicazione formale contenente il calcolo delle somme dovute a titolo di definizione agevolata; entro il 31 marzo 2027: i contribuenti dovranno effettuare il versamento. La norma consente la liquidazione in un'unica soluzione oppure in un piano di rateizzazione fino a un massimo di 54 rate bimestrali di pari importo.
