DICHIARAZIONE DEI REDDITI IN DUE FASI: LE PERPLESSITà DEI CONSULENTI DEL LAVORO SULLA REALE SEMPLIFICAZIONE


La proposta di sdoppiare la trasmissione del modello dichiarativo in due scadenze distinte solleva dubbi di tenuta tecnica e organizzativa tra i professionisti del settore fiscale. La razionalizzazione del calendario fiscale rappresenta da sempre una priorità per gli operatori della materia. Tuttavia, l'ipotesi di dividere la presentazione della dichiarazione dei redditi in due invii distinti, uno a luglio per la parte liquidativa e uno a novembre per i quadri informativi e gli ISA, presenta diversi profili di criticità tecnica e operativa, come evidenziato nell'analisi pubblicata dalla Fondazione Studi Consulenti del Lavoro. Il nodo dei dati definitivi e l'impatto sui controlli Secondo la Fondazione Studi, separare i quadri "liquidativi" da quelli "informativi" non distingue nettamente i dati che incidono dalle imposte. Gli ISA o la fruizione dei crediti d'imposta, ad esempio, determinano direttamente il reddito e il debito fiscale: rinviarli a novembre rischia di richiedere continue rettifiche delle liquidazioni di luglio o di trasformare lo slittamento in un differimento puramente formale.Inoltre, interrompere di quattro mesi un procedimento di per sé unitario costringerebbe gli intermediari a riaprire le pratiche per un secondo ciclo di verifiche, aumentando i tempi operativi e gli oneri gestionali anche per l'Agenzia delle Entrate. Per ottenere un?"effettiva riduzione dei carichi di lavoro senza generare nuove complicazioni, la Fondazione Studi Consulenti del Lavoro individua strade differenti:    l'eliminazione delle richieste di dati già in possesso dell'amministrazione finanziaria e la valorizzazione delle banche dati esistenti;   la piena consultabilità per gli intermediari delegati dei dati utilizzati nella precompilata, oltre a interventi sul calendario dei versamenti, riducendo gli F24 e rimodulando le scadenze che ricadono nel mese di agosto.   • it will not be assigned to third parties; it will not be used for marketing campaigns except if concurrently authorized for such purposes.
  • the user will have a profile created based pon the information contained therein and the data may be used for statistical processing.
