REGOLARITà CONTRIBUTIVA - DISPONIBILI DUE NUOVE PROCEDURE DI VERIFICA AI FINI DELLA FRUIZIONE DELLE AGEVOLAZIONI CONTRIBUTIVE


Dal mese di ° luglio 2018 dovrebbero essere disponibili, sul sito dell'INPS, le due nuove piattaforme denominate DPA (Dichiarazione preventiva di agevolazione) e VERA (Verifica regolarità aziendale). Le caratteristiche di questi nuovi strumenti sono state illustrate, in anticipo, in un webinar trasmesso dalla sede del Consiglio nazionale dei commercialisti a cui hanno partecipato funzionari dell'INPS. La prima sarà disponibile già dal prossimo 9 luglio; per la seconda bisognerà attendere ancora qualche giorno. 1) Con il messaggio n. 2648 del 2 luglio 2018, l'INPS ha infatti reso noto il nuovo processo di gestione delle verifiche della regolarità contributiva ai fini della fruizione dei benefici normativi e contributivi previsti della normativa in materia di lavoro e legislazione sociale ex art. 1, comma 1175, della legge 27 dicembre 2006, n. 296 (legge finanziaria 2007). Al fine di consentire un sistema di maggiore garanzia per le aziende, che avendo titolo alle agevolazioni devono essere in possesso della regolarità contributiva attestata dal DURC nel momento della loro fruizione, è stato realizzato il sistema Dichiarazione Preventiva di Agevolazione (D.P.A.), attraverso il quale è possibile anticipare l'attivazione della verifica ed acquisire l'esito del DURC a partire dal mese in cui l'agevolazione/beneficio viene fruito. Fine ultimo dell'introduzione della piattaforma DPA è quello di fornire la possibilità di effettuare la verifica preventiva della regolarità contributiva per poter godere dei benefici normativi e contributivi. La procedura è molto semplice: basterà inserire il numero di matricola aziendale e il numero di mensilità per le quali si intende usufruire delle agevolazioni e l'INPS effettuerà in automatico una domanda di DURC online per ogni mese richiesto. Il controllo sarà quindi effettuato su tutte le posizioni accese con un determinato codice fiscale. Dal 9 luglio 2018 l'azienda dichiara, attraverso il sistema Dichiarazione Preventiva di Agevolazione (DPA), con un modello telematico la volontà di usufruire delle agevolazioni a partire dal mese in cui ne ha diritto e per tutto il periodo di permanenza del titolo medesimo. Nel messaggio vengono illustrate le istruzione operative per la DPA. Sul sito internet dell'INPS, nella sezione "DiRseCo", è disponibile un modello telematico denominato DPA "Dichiarazione per la fruizione dei benefici dei benefici normativi e contributivi", che servirà ai datori di lavoro per comunicare la volontà di usufruire del beneficio nelle denunce UniEmens innestando subito la verifica di regolarità contributiva. La procedura permetterà di conoscere in tempo reale, al momento dell'elaborazione della denuncia, la situazione dell'azienda relativamente alla regolarità contributiva, consentendo di riconoscere da subito i benefici esposti ovvero di emettere e notificare tempestivamente le eventuali note di rettifica per addebito. 2) La piattaforma VERA risponde, invece, alla necessità di avere certezza della regolarità contributiva: VERA darà la possibilità di rilevare le irregolarità che si sono formate anche in corso di DURC regolare. In pratica, le aziende conosceranno in anticipo la propria regolarità contributiva, quindi prima della scadenza del DURC. E' necessario accedere alla piattaforma con il pin INPS, e si potranno visualizzare in un unico ambiente tutte le posizioni debitorie del contribuente, senza la divisione per gestioni. La fase della consultazione dà il quadro della situazione debitoria con le stesse modalità utilizzate dal portale DURC online, senza il filtro dei due mesi antecedenti alla richiesta e senza il limite minimo dei 150 euro.
