TESTO UNICO SU ADEMPIMENTI E ACCERTAMENTO: VIA LIBERA PRELIMINARE DAL CONSIGLIO DEI MINISTRI


Approvato lo schema di decreto legislativo che riordina le norme fiscali su adempimenti, controlli e accertamento: 368 articoli per semplificare il sistema tributario. Il Consiglio dei Ministri, nella seduta n. 170 del 22 aprile, ha approvato in esame preliminare uno schema di decreto legislativo contenente il testo unico delle disposizioni legislative in materia di adempimenti e accertamento. Il provvedimento si inserisce nell?"ambito della delega per la riforma fiscale prevista dalla Legge 9 agosto 2023, n. 111 ed è composto da 368 articoli.  Obiettivi: riordino e semplificazione della normativa fiscaleIl decreto è finalizzato a: individuare e raccogliere le norme vigenti; organizzarle per settori omogenei; coordinarle sotto il profilo formale e sostanziale; abrogare espressamente le disposizioni non più attuali o incompatibili. L?"intervento punta quindi a una razionalizzazione complessiva della disciplina fiscale, migliorandone leggibilità e applicabilità per contribuenti e operatori. Testo unico: la ripartizione in tre macro-areeIl Testo unico accorpa e semplifica la normativa suddividendola in tre Parti principali. Parte I – AdempimentiDisciplina l?"anagrafe tributaria, il codice fiscale, le scritture contabili e i processi di semplificazione digitale. Include inoltre:gli obblighi dichiarativi e comunicativi relativi a imposte sui redditi e IVA;la disciplina degli ISA (indici sintetici di affidabilità fiscale);le liquidazioni periodiche. Parte II – Collaborazione, controlli e accertamentoRegola gli strumenti di adempimento collaborativo, il concordato preventivo biennale, gli interpelli per nuovi investimenti e i meccanismi di risoluzione delle controversie.Sono inoltre disciplinati i poteri dell?"Amministrazione finanziaria, lo scambio automatico di informazioni a livello internazionale e le procedure di accertamento, incluso l?"accertamento con adesione. Parte III – Disposizioni transitorie e finaliContiene le norme di chiusura e coordinamento del sistema. Come precisato nel comunicato di Palazzo Chigi, le disposizioni sono state inserite senza modificarne la portata applicativa, salvo gli aggiornamenti necessari e gli interventi di coordinamento sistematico.   • it will not be assigned to third parties; it will not be used for marketing campaigns except if concurrently authorized for such purposes.
  • the user will have a profile created based pon the information contained therein and the data may be used for statistical processing.
