DECRETO CARBURANTI-BIS: PROROGA TAGLIO ACCISE E INCENTIVI ALLE IMPRESE


Il Consiglio dei Ministri, nella seduta n. 167 del 3 aprile, ha approvato il decreto-legge n. 42/2026, contenente misure urgenti per contenere gli effetti dell?"aumento dei costi dei carburanti e sostenere imprese ed economia. Il decreto è già entrato in vigore con la pubblicazione nella Gazzetta Ufficiale n. 78 dello scorso 3 aprile. Il nuovo decreto, noto come "decreto carburanti bis", modifica il precedente (n. 38/2026 del 27 marzo) ed interviene sulle misure in materia di accise, con la rideterminazione temporanea, dall?"8 aprile al 1° maggio 2026, delle aliquote su benzina, gasolio, GPL e gas naturale usati come carburanti, nonché delle aliquote applicate ai biocarburanti. Questa misura conferma e prosegue le disposizioni del primo decreto carburanti, tenendo conto dell?"eccezionale aumento dei prezzi dei prodotti energetici. Il testo recepisce inoltre l'accordo con le imprese per gli incentivi agli investimenti del piano Transizione 5.0. In base all'intesa con le organizzazioni datoriali rappresentative di categoria, sono stati potenziati i contributi da riconoscere alle imprese che hanno effettuato gli investimenti in materia di digitalizzazione ed efficienza energetica, rafforzando il credito d?"imposta per chi aveva già presentato istanza ma non avevano trovato copertura nelle risorse inizialmente disponibili. Il decreto introduce anche un credito d?"imposta a favore delle imprese agricole per l?"acquisto di gasolio e benzina destinati all?"attività produttiva, con l?"obiettivo di attenuare gli effetti del caro energia sul comparto primario. Infine, vengono modificate le regole sui finanziamenti agevolati a valere sul fondo per la promozione integrata, destinati a sostenere l?"internazionalizzazione delle imprese italiane colpite dal rincaro dei costi energetici o dalle conseguenze del conflitto, incrementando la quota di cofinanziamento a fondo perduto per le Piccole e Medie Imprese. Le misure, si legge nel Comunicato Stampa del Governo, si applicano alle domande presentate entro il 31 dicembre 2026, relative a investimenti per la transizione digitale o ecologica e per imprese che abbiano subito effetti negativi in termini di costi energetici, fatturato o flussi di cassa.
