Sicurezza e tracciabilità: il nuovo volto della locazione turistica


Oltre al numero di appartamenti, il 2026 porta a compimento la rivoluzione della tracciabilità iniziata con il CIN (Codice Identificativo Nazionale). La Legge di Bilancio 2026, letta in combinato disposto con le recenti sentenze della Corte Costituzionale (nn. 186 e 218/2025), conferisce ai Comuni poteri senza precedenti nella regolamentazione del fenomeno.L’obbligo del CIN e le sanzioni Non esiste più alcuna zona d'ombra: ogni annuncio online, da Airbnb a Booking, deve obbligatoriamente esporre il CIN. La mancanza del codice comporta sanzioni che possono arrivare fino a 8.000 euro. Il codice viene rilasciato tramite la piattaforma BDSR del Ministero del Turismo solo se l'immobile rispetta precisi requisiti di sicurezza. Dal 2026, anche le locazioni gestite da privati devono obbligatoriamente essere dotate di: Rilevatori di gas combustibili e monossido di carbonio: devono essere installati e perfettamente funzionanti. Estintori portatili: devono essere posizionati in punti accessibili e visibili, con una capacità minima definita dalla normativa tecnica (solitamente un estintore ogni 200mq, ma almeno uno per piano). Il caso Milano e lo stop alle keybox Diverse città, guidate da Milano, stanno gradualmente vietando l'installazione di keybox (le cassette di sicurezza per le chiavi) su spazi pubblici o facciate condominiali per ragioni di "decoro urbano" e "sicurezza". La tendenza del 2026 è verso un check-in assistito o digitalizzato tramite domotica (smart lock) che garantisca l'identificazione certa dell'ospite, allontanando ulteriormente il settore dall'immagine di "rendita passiva" senza sforzo. Il mercato degli affitti brevi in Italia è diventato adulto. Chi possiede 3 o più appartamenti deve oggi comportarsi come un vero albergatore, affrontando adempimenti che richiedono pianificazione fiscale e operativa. La figura del "piccolo proprietario" che gestisce casualmente più immobili è destinata a sparire, lasciando spazio a figure professionali o a una riconversione verso la locazione transitoria o ordinaria.
