Parte 1 - Guida agli ISA: cosa sono e come funzionano


L'introduzione degli Indici Sintetici di Affidabilità Fiscale (ISA) ha segnato una svolta nel dialogo tra Fisco e contribuente, sostituendo i vecchi studi di settore e i parametri.Che cosa sono esattamente gli ISA? Gli ISA sono indicatori che, attraverso una metodologia statistico-economica, sintetizzano dati contabili e strutturali dichiarati dai contribuenti su più periodi d'imposta. Il risultato è un giudizio sull'affidabilità fiscale del contribuente, espresso con un punteggio su una scala da 1 a 10. Più alto è il valore, maggiore è il grado di affidabilità riscontrato. Questo sistema consente a imprese e professionisti di valutare in autonomia la propria posizione fiscale, offrendo un riscontro trasparente e accurato. L'obiettivo primario dichiarato dal legislatore è duplice: da un lato, favorire l'emersione spontanea delle basi imponibili; dall'altro, instaurare un rapporto di fiducia che premi i comportamenti virtuosi. per garantire trasparenza e aderenza alla realtà economica, il processo di elaborazione degli ISA è supervisionato da una "Commissione di Esperti", nominata dal Ministro dell'Economia e delle Finanze, che include rappresentanti delle categorie economiche e degli ordini professionali. Caratteristica Descrizione VALUTAZIONE DELLA "STORIA" DEL CONTRIBUENTE Gli ISA non si limitano a una singola annualità, ma analizzano dati e informazioni relativi a più periodi d'imposta. ANALISI COMPLESSIVA Viene effettuata una sintesi di indicatori elementari che verificano la normalità e la coerenza della gestione aziendale o professionale, considerando anche diverse basi imponibili. FINALITÀ L'obiettivo non è la presunzione di ricavi, ma esprimere un giudizio complessivo sul comportamento fiscale del contribuente, attribuendogli un punteggio di affidabilità. In sostanza, gli ISA rappresentano un cambio di paradigma: da una logica presuntiva a un approccio basato sulla valutazione del comportamento complessivo e storico del contribuente. Questo sistema apre le porte a significativi benefici premiali per chi dimostra un'elevata affidabilità, che vanno dall'esonero da alcuni controlli alla riduzione dei termini per gli accertamenti, come vedremo nel dettaglio nei prossimi articoli.   • it will not be assigned to third parties; it will not be used for marketing campaigns except if concurrently authorized for such purposes.
  • the user will have a profile created based pon the information contained therein and the data may be used for statistical processing.
