Da aprile un piccolo sconto in busta paga sui contributi Inps


La Legge di Bilancio 2022 (L. 234/2021, art. 1, c. 121) ha previsto, in via eccezionale, per i periodi di paga dal 01/01/2022 al 31/12/2022, un esonero sulla quota dei contributi INPS (in particolare la quota IVS, ovvero l'aliquota di finanziamento invalidità, vecchiaia e superstiti) a carico dei dipendenti dello 0,8%. L'esonero è riconosciuto per i soli rapporti di lavoro dipendente a condizione che la retribuzione imponibile, parametrata su base mensile per tredici mensilità, non ecceda l'importo mensile di 2.692 euro, maggiorato, per la competenza del mese di dicembre, del rateo di tredicesima. Sono agevolabili tutti i rapporti di lavoro dipendente, compresi gli apprendisti, già in essere e quelli che si costituiranno nel 2022. Per le Cooperative (es. Cooperative DPR 602/1970, Cooperative Piccola pesca L. 250/1958) ai soci lavoratori spetta l'esonero dello 0,8% se, oltre ad essere soci, sono dipendenti. Sono esclusi: i rapporti di lavoro domestico lavoro autonomo e collaborazioni, compresi quelli dei settori Spettacolo e Sportivi professionisti. La soglia di reddito (imponibile previdenziale) individuata come massimale, pari a 2.692,00 euro al mese, comporta che, laddove sia superato tale limite, non spetterà alcun esonero della quota IVS c/dipendente. Pertanto, se il lavoratore in un singolo mese percepisce una retribuzione di importo superiore a 2.692,00 euro lordi, l'esonero per tale mese viene perso definitivamente L'esonero dello 0,8% non è soggetto alla disciplina comunitaria in materia di aiuti di Stato né all'autorizzazione della Commissione europea, né al rispetto delle condizioni previste dal c.d. Temporary Framework e né alla registrazione nel Registro Nazionale degli aiuti di Stato. La Circolare INPS n. 43, tramite quale sono state fornite le istruzioni per la corretta fruizione dell'incentivo è stata pubblicata il 22/03/2022, e prevede la fruizione dell'esonero, con l'esposizione degli arretrati relativi ai mesi da gennaio a marzo del 2022 a partire dal mese di competenza 04/2022. Pertanto la prima busta paga nella quale sarà possibile usufruire di tale riduzione sui contributi a carico dei dipendenti sarà quella relativa al mese di aprile 2022.
