Continua la ripresa tra luci e ombre: aumentano i dipendenti a termine, si ferma il commercio


Dati in chiaroscuro per l'economia italiana nelle ultime rilevazioni dell'Istat. La ripresa economica prosegue infatti con le stesse contraddizioni che le statistiche avevano fotografato nei mesi precedenti. Nel mese di novembre sono aumentati gli occupati, con una riduzione dei disoccupati e degli inattivi, e questo è il dato positivo. Meno rassicuranti sono i numeri del commercio al dettaglio che nello stesso mese hanno registrato una caduta rispetto ad ottobre, complicando il recupero dei livelli pre-crisi. Partendo dal dato positivo, quello che riguarda il mercato del lavoro, va sottolineata la continuità del recupero dei posti con il mese di ottobre. Rispetto al mese precedente, infatti, si contano 64mila occupati in più. Questo numero però va confrontato con le altre due componenti del sistema, ovvero i disoccupati e gli inattivi. Anche in questo caso i dati rassicurano perché il numero degli inattivi è sceso di 46mila unità rispetto a ottobre e, ciò nonostante, il numero dei disoccupati è stato rivisto al ribasso di 43mila unità (non è scontato che ad una diminuzione degli inattivi scenda anche il numero dei disoccupati, segno che l'offerta di manodopera è stata assorbita dal mercato). Resta un nodo importante da sciogliere. L'aumento degli occupati è stato infatti ancora una volta sostenuto dalla componente dei lavoratori dipendenti a termine. Questi ultimi sono aumentati di 19mila unità rispetto ad ottobre, con una diminuzione di 21mila permanenti. Spinge al rialzo il saldo complessivo il numero degli indipendenti, che torna a salire di 66mila unità e appiana le distanze con il mese di novembre 2020 (+4mila), con numeri tuttavia ancora lontani da quelli pre-pandemia. Il quadro del mercato del lavoro merita un approfondimento: dei 494mila lavoratori in più, 490mila sono legati all'aumento dei subordinati. Questi 490mila sono composti di 448mila dipendenti a termine in più e da soli 42mila permanenti in più rispetto a novembre 2020. È insomma l'occupazione a tempo determinato che traina il mercato del lavoro, un importante sintomo di incertezza e timore per le prospettive di lungo periodo. Un indicatore più aggiornato dell'andamento dell'economia potrebbe essere invece rappresentato dal commercio al dettaglio. Stando alle stime dell'Istat nel mese di novembre 2021 le vendite sono scese dello 0,4% in valore rispetto ad ottobre. Interessante come a determinare questa discesa siano stati i beni alimentari, solitamente caratterizzati da una domanda rigida (-0,9%). Il confronto con il mese di novembre 2020 invece riporta un aumento delle vendite con tassi a doppia cifra, visto il diverso tenore delle limitazioni alle libertà economiche e delle restrizioni per contrastare la diffusione del virus: le vendite crescono del 12,5%, con un +22,6% per i beni non alimentari e una sostanziale stazionarietà per i beni alimentari (+0,5%). Commenta Istat: "A novembre 2021 le vendite al dettaglio segnano un calo congiunturale, mentre in termini tendenziali registrano una crescita sostenuta, trainata dal deciso aumento delle vendite dei beni non alimentari che riguarda sia le imprese operanti su piccole superfici sia la grande distribuzione. In quest'ultima forma di vendita sono gli esercizi commerciali specializzati e quelli non specializzati a prevalenza non alimentare a registrare gli aumenti maggiori. Occorre considerare che i risultati sono condizionati dal confronto con novembre 2020, quando molti settori avevano subito limitazioni delle attività a causa dell'emergenza sanitaria".
