Nel primo trimestre 2021 sale il prezzo delle abitazioni, nel 2020 un crollo delle transazioni


Il prezzo delle abitazioni acquistate dalle famiglie continua a salire anche nel primo trimestre 2021, dopo un 2020 in cui il numero delle transazioni aveva subito un -7,7% su base annua. La prima stima preliminare dell’Istat relativa all’indice dei prezzi delle abitazioni del primo trimestre 2021 certifica un nuovo aumento dei prezzi rispetto al quarto trimestre 2020. I prezzi delle abitazioni acquistate dalle famiglie per fini abitativi o per investimento risultano infatti in crescita dell’1,1% nel confronto con gli ultimi tre mesi del 2020 e dell’1,7% rispetto al primo trimestre 2020. L’Ipab (indice dei prezzi delle abitazioni) è trainato dalle abitazioni nuove, in crescita del 3,9% rispetto all’inizio del 2020. “I prezzi delle abitazioni nuove registrano un aumento la cui ampiezza non si vedeva dal secondo trimestre 2011 (quando fu pari a +4,1%) mentre le abitazioni esistenti mostrano prezzi in risalita per il quinto trimestre consecutivo. Le prime evidenze territoriali segnalano come la crescita riguardi tutte le articolazioni territoriali per le quali è calcolato l’IPAB”, registra Istat. Come per tutte le statistiche di inizio 2021, il dato tendenziale è “viziato” in parte dalle vicissitudini del tutto straordinarie registrate nei corrispondenti mesi del 2020 (la prima ondata della pandemia e i lockdown generalizzati). Per toccare con mano basta considerare l’andamento dei volumi di compravendita, che risultano in crescita del 38,6% nel primo trimestre. Anche Istat lo sottolinea: “influenzato, tuttavia, dal marcato ridimensionamento del numero di transazioni registrate nello stesso trimestre dello scorso anno a causa delle restrizioni introdotte a partire da marzo 2020 per contrastare la pandemia”. Da segnalare inoltre l’andamento dell’indice dei prezzi delle abitazioni nell’ultimo decennio, fotografato dal prospetto 3 del rapporto. Considerando il totale delle abitazioni (sia nuove che già esistenti) i prezzi delle abitazioni nel 2020 risultano essere ancora il 17,7% sotto i livelli del 2010. Con la crescita tendenziale registrata complessivamente nel 2020, principalmente nella seconda parte dell’anno, il mercato immobiliare italiano ha recuperato dopo anni di “difficoltà” un livello di prezzi che non si registrava dal 2016. L’andamento delle due componenti del mercato è però decisamente eterogeneo. Le abitazioni nuove nell’ultimo decennio hanno visto il proprio indice dei prezzi salire del 3,7% mentre le abitazioni già esistenti hanno perso per strada qualcosa come il 27,4% del loro prezzo (principalmente tra il 2012 e il 2015). L’Agenzia delle entrate ha provveduto a fornire le rilevazioni relative al numero delle transazioni del mercato immobiliare nel suo “rapporto 2021” realizzato in collaborazione con l’Abi. Nel 2020 il numero di transazioni normalizzate (NTN) è sceso del 7,7% rispetto al 2019, con una caduta decisamente più marcata nei capoluoghi (-11,4%) rispetto ai non capoluoghi (-5,7%). Questa variazione negativa è da imputare esclusivamente all’andamento dei primi sei mesi dell’anno. Il numero delle transazioni in Italia è sceso del 15,6% nel primo trimestre, quindi di un altro 27,3% nel secondo trimestre, per poi registrare un incremento del 3% nel terzo trimestre e dell’8,8% nel quarto trimestre. “Si interrompe così, bruscamente, la crescita dei volumi di compravendita che proseguiva dal 2014 con un tasso di crescita medio annuo attorno al 7,5% […] Pertanto, anche il 2021 sarà un anno controverso, nel quale gli assetti del mercato fin qui noti potrebbero subire ulteriori cambiamenti e per il quale permane la difficoltà a delineare scenari e prospettive futuri”, constata l’Agenzia delle entrate.
